Torta is a popular sweet all over the Visayas, but the little town of Argao in Cebu prides itself on having the best torta anywhere. The simple-looking cake offers a surprisingly sophisticated flavor imparted by tuba (coconut liquor) and anise. Officially, OJ’s came in second in Argao’s annual torta competition, but I think it’s the best in town.
